That being said, if you can, get both medals for arrests and headshots, otherwise, get the headshots first, then come back and shock enemies as they jump over the fence. If you tag someone while they are climbing the fence, they INSTANTLY get incapacitated, so you don’t even need to really aim. You’ll get some funny ragdoll physics.
